As President and CEO of PHX, Malone oversees all aspects of the company's business operations. He is also responsible for cultivating strategic business alliances and managing corporate financial affairs.

Malone earned a B.S in Economics and Finance from College of Staten Island/CUNY, and a M.B.A in Economics and Finance from The Stern School of Business, New York University.

Lori Sempervive
Chief Operating Officer
Lori Sempervive, a founding member of PHX, has more than 10 years experience in the healthcare industry. Sempervive's extensive knowledge of healthcare cost containment has provided her the ability to manage such areas as fee negotiations, bill audit, PPO re-pricing, provider relations, client services and overall operations of PHX.

Prior to joining the healthcare industry, Sempervive was employed in the financial planning and investment banking industries. Her background includes human resource management, accounting and overall management of mid-size companies.

John Powers
Chief Marketing Officer
John Powers is one of the most visible spokesmen for the fraud investigative industry. He has been interviewed by several television programs including A & E's Investigative Reports and 20/20. He has lectured on fraud across the nation, as well as at international conferences on three continents. John is the coauthor of Surveillance Risk Management 101. He is widely known as one of the most successful investigators in the industry having conducted investigations in all 50 states and over 60 countries internationally.

Powers earned a B.S. in Political Science with a concentration in Economics from Millikin University.

Armando Santos
Chief Information Officer
Armando Santos joined PHX in 2008. Santos has over 20 years of information technology experience utilizing a wide range of technologies including the Web, EDI, client/server development, and relational databases. He also has more than 10 years of information technology experience in the healthcare arena within the cost containment, PPO network, and managed care sectors. In addition, he over has 20 years of software development and IT operations experience in the banking and financial services industry arena. At PHX, Santos’ responsibilities include overseeing the technology infrastructure, integration, coordinating IT support between clients and the sales team, and managing HIPAA compliance matters.

Santos holds a BBA in International Business Management, Master of Science in Computer Information System and a MBA with concentration finance from St. Mary’s University in San Antonio, Texas University.

Mathew Lawrie
Director, Fraud and Abuse Division, Special Investigations Unit
Mathew Lawrie has over 19 years experience conducting and managing complex fraud investigations in both the public and private sectors. Mr. Lawrie’s law enforcement career includes working as a criminal investigator for 8 years in the Fraud Bureau of the New Jersey Division of Criminal Justice including several years focused exclusively on insurance fraud investigations.

For the past 11 years, Mr. Lawrie worked as an insurance fraud investigator, Manager and most recently, Director of the Special Investigations Unit for AmeriChoice, A UnitedHealth Group Company. In addition to a degree in Criminal Justice, Mr. Lawrie’s years of training and experience conducting health insurance fraud investigations has earned him the highly respected designation as an Accredited Health Care Fraud Investigator (AHFI) from the National Health Care Anti-Fraud Association. Additionally, Mr. Lawrie is an active member of the Association of Certified Fraud Examiners.

At PHX, Mr. Lawrie’s responsibilities will include detecting potentially fraudulent activity through the review of claim information and medical documentation to determine the most effective method of investigation for each individual case. Mr. Lawrie will direct all prospective and retrospective investigations including the preparation of comprehensive written reports detailing investigative findings, including referrals to appropriate regulatory and law enforcement agencies.
